PRESIDENT’S REPORT
ANNUAL MEMBERSHIP MEETING
March 9, 2009
Thank you for attending the membership meeting. We continue to have good attendance at these meetings which demonstrates that our residents are interested in the welfare of Seminole Lakes.
Thanks to all our committee members who again performed a great service to our community. You will get the details when these committees report later on in the meeting.
Thanks to all of our directors for their many contributions during their term of office.
Our management company continues to perform at a high level and the directors have developed a rapport with the President of the management company and many of their employees. Their job is not easy but they are always willing to make recommendations to ensure the board stays on the right path.
Our landscape company, Greenscapes, continues to perform in an excellent way. Yes, there are some complaints but if an AVO is submitted they respond to the problem and attempt to solve it. The recent drought has again made it difficult for our lawns to be in great shape and many have turned brown due to lack of water. Their program for grub and chinch problems is working. Their program for weed control has not worked to our satisfaction and that is presently being addressed. We are in the 15th month of a 24 month fixed price contract which has turned out well for us but not so well for Greenscapes, especially when the fuel prices were extremely high 6 months ago. It is difficult to have 100% perfection in how any landscape company performs. I know this from talking to other associations.
We continue with a separate storm recovery agreement with Greenscape s where they will remove horticultural debris if necessary to open our roads. This is an automatic response agreement and approval by the board is not required. The debris only has to be moved to a public road and the county or city will pick it up. They will also assist if necessary to remove other debris. The city has also said that they will assist in opening our roads; however it is not likely we will be at the high end of their priority list, because we have private roads.
We have improved insurance coverage as we purchased wind insurance on our guard house, walls, irrigation system and front entrance lights. Insurance is not available for lake shorelines, the drainage system and landscaping. That is one reason why we reserve for those components. Dan Langone, who is Chairman of the Insurance Committee, provides the details later in the meeting.
The lawsuit filed against us by Semlak continues but our motion for mediation was approved by the court. Mediation is expected within 60 days. It is difficult to know how that mediation will turn out but I am sure the new board will work hard to settle the lawsuit. The details are very complex but we are confident that our law firm, Becker & Poliakoff, has represented us very well and kept us posted at all times. I have given updates to the residents at our board meetings.
Our Covenants Committee remains active in enforcing our deed restrictions. However, it should be known that many times it is resolved by talking to the resident and explaining the violation. That committee will be reporting later on during the meeting.
During the past term we repaired the shoreline of Lake D using riprap at a cost of approximately $52,000. That repair is a long term repair and looks very good. We continue to do minor repairs on common areas but I will let the committee give you the details.
We signed a 2 year rental agreement for the pool and related facilities at a lower monthly cost. The facilities continue to get good use, especially at group gatherings. Residents have also reserved the tiki bar for private social gatherings. Oh yes, I know there is some opposition to this lease, but having the pool area locked and overgrown with shrubs is not an option.
We sold the easement rights of a small parcel to the county for use when Burnt Store Road is expanded. We are scheduled to receive $1640 for selling the easement rights of 377 square feet of common ground area which has no value to us.
This road project needs additional review to ensure our walls, trees and shrubs are not damaged on our property.
I continue to represent Seminole Lakes on the city Land Development Review Committee, which gives me insight and up-front information on what the city is planning in issuing new ordinances and changing existing ones. Most of these changes have no effect on Seminole Lakes but I still give input, both positive and negative. There have been a couple of proposed changes which did not pass as they would not have been to the benefit of Seminole Lakes and other associations.
I continue to be the Seminole Lakes representative on the South Charlotte County Coalition which is a group of 11 homeowner associations formed to promote the welfare of their residents. The coalition develops goals each year and continues to have city and county officials as speakers. Seminole Lakes is proud to be a charter member since 2003 when the coalition was formed.
Knowing the presidents and some of the directors from the other associations is helpful to me when reviewing major issues as I sometimes ask for their input.
During the last year we have had burglaries in Seminole Lakes. In the past, this was very unusual but perhaps the poor economy is responsible for this increase. After each burglary, I have notified our residents via our email system. Recommendations have been given on improving the security of your home. Our Access Control Committee has been working on some recommendations which will improve the security of our community. That committee will be giving an update later in the meeting.
We presently have 7 homes in the foreclosure process and 2 that have filed for bankruptcy.
Because the foreclosure process is taking over a year plus it will probably be extended with the new government programs. After following the proper procedures we did go in and clean out overgrown vegetation at two homes. This was done only after the owner would not respond to our requests to clean up the property. A group of volunteers spearheaded by Marvin Arrow and Bud Nelson did the planning and work. It appears this may have to be done on additional homes later this year.
We did have two committee chairs resign in 2008. The editor of our newsletter was not pleased with a board decision. She was replaced a few weeks later, and Al DiSessa has taken on that responsibility. The Landscape Committee also resigned citing personal reasons. That position has not been filled on purpose until a revised position description is written. A few residents have volunteered to fill that position, but we not ready to do that yet. The committee in 2008 did great work in improving the landscaping in Seminole Lakes.
A number of other volunteers not tied directly to a committee also help the POA.
Our flag at the front entrance is changed when necessary by Bob Hess and Rich Hasenzahl.
They require no direction and change the flag as necessary and we always stock a few flags.
That is why the flag always looks good.
Joe Gartner goes out in the early hours and tags those resident lamps that are not working.
At times when a resident will not correct the problem, Joe will correct it. As these lamps are the only means we have of lighting the community and roads, it is a priority that they all work. The only exception is those homes going thru the foreclosure process when the power has been turned off by FPL because the bills have not been paid.
In summary, Seminole Lakes remains a great place to live, and we are truly fortunate to have the high quality of residents living here. Seminole Lakes looks exceptionally good due to our committees ensuring that proper maintenance is done when required. We are truly thankful to all our residents and especially to those who serve on our committees.
