Board of Directors Meeting
November 8, 2010
Minutes

Call to Order: Bob Toth called the meeting to order at 10:00 AM at the Burnt Store Presbyterian Church.

Establish a Quorum: A quorum was established with the following present: Bob Toth, Fred Eyrich, Linda Huber, Al DiSessa, and Bill Murphy.

Sherry Danko, was also present from Star Hospitality Management.

Proof of Notice: The meeting notice was distributed and posted as per the Association Bylaws and Florida Statute 720.

Disposal of Minutes: With no objections or corrections; the October 11, 2010 minutes were considered accepted.

President’s Report: None. Bob Toth welcomed back the seasonal residents.

Treasurer’s Report: Al DiSessa began his report by stating the past nine months ended on a positive note bringing the year-to-date surplus to $43,959.19. This is due to most items coming in under budget. Al Disessa addressed the CDs maturing within the next 10 months. They will be reinvested in a laddered format between 12 months and 60 months.

Committee Reports:

Activity: Galen Price reminded owners about the December 6th holiday party. The deadline for reservations is November 29th. Owners were encouraged to share this information with their neighbors. On New Years Day, there will be a Bloody Mary party at the pool.

CERT: Ray Negrycz reported that watches and warnings were issued and posted 12 hours earlier than in the past for hurricanes, etc. He also acknowledged the benefits of hurricane shutters but reminded owners of the potential safety hazards of not leaving one shutter off in every room. Owners should check the Grapevine for Safety and Health Tips, including information regarding CPR. Members should consider taking CPR training being offered at the Clubhouse.

Creative Arts: Gayle Morris reported on behalf of Joy Scott. The annual craft sale was held November 7th and was a success. On December 1st, the committee will begin holiday decorating with the menorah. On December 3rd, they will continue with the other holiday decorations. The spring event scheduled for March 27, 2011 will be a trip to the Broadway Palm Theater to see Unsinkable Molly Brown with lunch served.

Management Report:

Sherry Danko reported on the current accounts receivable (42 owners owe for November and 9 owners owe for two or more months). Since the October meeting, there were 10 AVOs and 3 work orders submitted to Greenscapes. Sherry Danko also gave an overview of violation letters mailed since the October Board meeting (18 letters) most of which were for significant weeds, dirty roofs, dirty houses, and lamp posts.

Old Business:

2011 Budget: Copies of the proposed budget were mailed to all owners in October. After announcing there would be no increase for 2011, Al DiSessa moved, and Bill Murphy seconded to adopt the 2011 operating budget and reserves schedule at a rate of $118 per parcel and $16 per parcel for the Lake A assessment. The motion carried.

Burnt Store Road Update: Bob Toth gave a comprehensive update on the widening project discussing the following items: removal of trees and shrubs for the two retention ponds, the developer’s wall will remain in place, a road will be built for maintenance of the wall and ponds, the ponds will have an overflow pipe flowing under Burnt Store Road, the POA’s wall will remain as is, there will be a sidewalk on the Seminole Lakes side of the road with grass between the wall and the sidewalk, the chain link fence and three short walls owned by the developer will be removed, the speed has been reduced to 35 mph during construction and will return to 45 mph upon completion, installation of a temporary traffic light at Acline and Burnt Store Road, and the South Charlotte County Coalition will pursue making this a permanent light. Linda Huber suggested including photos of the area in the Grapevine to help alleviate owner concerns and to indicate which areas belong to the POA and which areas belong to the Developer. Those present felt pushing for the traffic light as a permanent light would be desirable. 
Burnt Store Road Expansion Report with Pictures

Tree Trimming Update: Bob Toth provided an update regarding the pruning of the oak trees. Greenscapes, and particularly Linda Nelson, President of Greenscapes, has been of great assistance. Ms. Nelson, an arborist, has been working closely with the City to come to an acceptable agreement to correct the sub-standard trimming of 12 live oak trees. There will be additional pruning of the oak trees at a proposed cost of $2,289.60 The bid also calls for root and foliage fertilizing in November 2010 and March of next year. All residents are encouraged to have their oak trees trimmed by an arborist to avoid this kind of problem in the future. Linda Huber moved, and Bill Murphy seconded to approve the bid from Greenscapes. The motion carried. The City has also asked the POA to plant six new live oak trees at the entrance. Bob Toth said he would ask the City for a variance instead of planting additional trees at the front entrance to plant additional trees behind our resident homes along the Burnt Store Road wall. Additional trees are required due to the County removing bushes and trees on the road side of the Burnt Store Road wall.

Broken Sewer Inlet: Bill Murphy updated the owners about the broken sewer inlet on Windsong. The pipe is broken and dropped several inches. Bill Murphy presented three bids: $2,750/Abbott’s, $685.25/Don Riggs, and $667/Bradley Ray. After reviewing the bids, Bill Murphy moved, and Bob Toth seconded to approve the bid from Don Riggs. The motion carried.

New Business:

Architectural Review: Fred Eyrich presented the following:

26371 Seminole Lakes Blvd.: to install a satellite dish

26328 Feathersound: to install an aluminum screen door

26324 Stillwater Circle: to enclose lanai

26111 Stillwater Circle: to replace a pygmy palm and landscape rocks and install rain gutters

10202 Windsong: to remove and replace concrete patio with pavers

Fred Eyrich moved, and Linda Huber seconded to approve all of the requests. The motion carried.

Fred Eyrich advised he received a garbled phone message and was concerned an owner left a request for ARB approval that he could not understand. The owner was encouraged to call again.

Access Control Pay Increase for 2011: Linda Huber advised the access control staff had not had an increase since 2008. Linda Huber moved, and Bill Murphy seconded to approve a 4% increase for one Supervisor and a 3% increase for all others. The approximate cost is $2,800 and has been budgeted. The motion carried.

Foreclosure Action: Bob Toth gave an update on the foreclosure situation advising that each home had to be analyzed on an individual basis. There has been some bank activity. The Board will meet in December or January to discuss foreclosure action on a couple of delinquencies. It may be prudent to analyze the delinquencies every six weeks to determine if an action would be appropriate at that time.

New Committee Chairs: Bob Toth announced that Rich Kraut agreed to chair the pool committee as Dottie Lauer resigned due to health issues. Joyce Kraut volunteered to chair the activity committee. Joyce Kraut advised the activity committee will be moving in a different direction in 2011 and offer a variety of events.

Next Meeting: The next Board meeting will be December 13, 2010 at 10:00 AM.

Comments for Future Discussion:

Linda Huber reported to owners there was an unsuccessful break-in. Owners were reminded to keep their doors locked. An owner questioned our procedures compared to more professional services at other communities.

In response to an owner comment that a home was not being properly maintained, Linda Huber agreed to check as oversight director for the covenants committee.

It was noted a street light was burned out, outside of the community on Highway 41 near the Seminole Lakes entrance. Bill Murphy said he would check with the City and pursue getting it operating.
