Proposal to Seal 6 cul-de-sacs August 14, 2006

In the aftermath of Hurricane Charley our roads were damaged when debris was removed by heavy equipment. Some roofing contractors caused damaged when loading tiles on to the roofs.

Our Lakes & Roads committee has repaired the gouges in the roads including the cul-de-sacs. However the cul-de-sacs due to extensive patching need to be sealed to prolong the life and give them a uniform color.

There are a number of different sealers on the market and it is impossible to determine which the best is. The prices range from $1.00 to $2.00 per square yard of application.

We have received two quotes, one at $2.00 per square yard and the other at $1.20 square yard. The products are similar but not identical and our committee has recommended we go with the $1.20 per square yard quote.

 

That quote is from Char-lee Ent, inc. It includes air blowing the roads to remove sand and dirt and applying 2 coats of a Tarconite sealer. The sealer would be sprayed on. The sealer contains Armorflex additives and silica sand. The product does meet the ASTM D5727 specifications for emulsified refined coal tar for use on asphalt roads.

The total cost is approximately $5000.

The cul-de-sacs will be inspected every 6 months to determine if the sealing does prolong the life of the asphalt. This inspection will determine if it would be beneficial to seal all the roads in a few years.

The sealer will be applied by using hand and spraying equipment and barricades will be provided to close the cul-de-sacs. They will be sealed up to the intersection.

This project is in the 2006 budget for $10,000. This also included some road repairs. Those repairs have been completed by the maintenance and Lakes$ Roads committees at a cost of materials under $1000.

The project will be done in late August or in September

When a cul-de-sac is scheduled and work started the road will be closed all day and cars will not be allowed to enter or leave. As soon as the product is dry, the barricades will be removed. Residents will be given prior notice of when their cul-de-sac is scheduled; bearing in mind rain may force rescheduling.

To proceed with this project we will need motion and approval by the board to seal the 6 cul-de-sacs at a cost not to exceed $5000.
