SLCC Access Committee

In February 2009, the Access Committee was asked to look into access control for Seminole Lakes. Due to the recent burglaries within SLCC and an outcry from our residence for better "security", the access committee has had 7 meetings over the past 3 months looking into "surveillance" systems and meeting with 4 different companies for ideas and estimates.

The committee has received 3 estimates for various surveillance set ups. The committee is also meeting with Sunstate Door & Gate, Inc., the company we now use to service our gates and provide transponders.

It should be noted that no system or suggestions will eliminate burglaries. It is felt that the recommendations may help reduce the possibilities of future burglaries. The effort here is "accountability".

As of this time, the following suggestions are recommended by the "majority" of the access committee:

The back gate should be returned to "Residents Only". This will entail the removal of the treadle. We do not see any reason for commercial vehicles to use this back gate. It has been noted that we have commercial vehicles entering and exiting either by "piggyback" or with the use of clickers. These people should be accountable to the front gate. This should be accomplished by at least a month’s notification or more, through the Grapevine, email notification and at a Monthly meeting along with new signs on the corners of Arrowhead and Windsong.

A new "Reader" has been installed at the front entrance gate on a trial period. The thought here is to eventually eliminate "clickers" and create and maintain a data base of our residents. The clickers will not be eliminated until we are 100% assured that all transponders on residents’ vehicles are operating correctly. It is the recommendation of the committee that if this reader is an improvement, that we require all the residents to have their transponders recorded and return all clickers. The hand held clickers and the ones programmed into the automobiles will be removed from the system and made inoperable as well as any residents who sell their homes; their transponder will be made inoperable. This will eliminate anyone from giving out clickers to workers, friends or family. This system adds accountability to the residents. The database would be compiled and maintained by at least two members of the access committee and perhaps the Board overseer.

ADDENDUM: The newer reader has been inefficient at best and it is now recommended by the access committee to replace this entire system. We are looking into a "Bar Code System". And will need a little more time to investigate this system and the communities using it. Again, our goal is a 100% effective system with accountability. We do not want to rush into buying or installing something until we are sure it will work effectively and meet our needs.

 

The use of surveillance cameras to enhance security and documentation. The committee is in agreement that we should have camera surveillance on both the front and rear gates. We have estimates from 4 companies with various prices from $11,000 to $30,000. These estimates were given as their suggestions of what they think we should need. Since receiving these estimates the committee has narrowed our needs to the following surveillance:

A "Tag" camera to record License Plates on all vehicles entering through visitors gate

A "Facial" Camera to record the drivers passing through visitors gate

A computer monitor in the Guard House to view the front and rear gates.

It is felt that just having surveillance, should in itself be somewhat of a deterrent. Since the rear gate would be "Residents Only", tag and facial cameras should not be necessary; however, an overview would be useful for piggybacking and recording any damages.

If the Board finds this suggestion acceptable, we can obtain a more exact estimate for the above specifications.
